this could be because an employer has to publicly post hiring positions, but do not have to accept applications from that post. this was exposed in the early 2000's from a video taken by some one at a meeting for employers by an NGO on how to get around state laws to hire illegals

Yeah, that should be illegal. It is very common in Government hiring.

If you find a job posting that looks good but it is only open for 2 weeks it means you are not getting the job. They have a internal applicant that they are going to hire for the job but they are required to post the job still.

yes it is common in gov's. i worked in the VA system as a cook. nepotism is huge too.
