My guess is it is much more than 64%. CBS covered up the Lies again today by 'reporting' that New Orleans has surpassed St. Louis as the murder capital with (about) 240 murders last year. The LIE is Chicago (blacks) have averaged killing 762 every year for years. So the 64% is probably still covering up the results of gun control and lack of black control.
