I'm currently trying to cancel mine. All my transactions are in completed status. I called my credit union to double check and they have fully processed everything. My last transaction was on the 6th. PayPal says there is a transaction 'pending', can't tell me which one, and they are unable to delete my account because of it. I have to wait 7-10 days and try again, apparently. Seriously. Wtf.

Call your Credit Union. Have them put a complete lock on all paypal transactions. Ignore paypal then. You attempted to cancel. Any (((contract))) requirements don't have any hold on you anymore.
