Isn't ownership of the land and people only owning the home and paying rent to the landowner for their space basically the model for mobile home parks?
So in this model, the landowner government collects the rent for land, that's basically the tax to fund the other government services.
"Take the appreciation of the land" = the landowner decides that the biggest m-fucker mobile home park in history is worth more now so raises the land space 'rent' (appreciation of the land) and 'gives it back to the people' in the form of commie bureaucrat government services to the renters in the park.
Add to that: You still will pay state tax, in addition to the rent to this quasi-governmental 'foundation' that rents you the land your house is on. The 'foundation' will use rent collected to pave the streets of the big mobile home park and let you feel good for building basketball courts and free abortion clinics.
