The government put the value on the stamps. What are people supposed to do to 'prove' they aren't racist? Buy all the black stamps and lick and paste them all over their envelopes? Of course people will want the lightest stamp that gets the job done. What is the purpose of this, besides to try to guilt people who use the best stamp? I hope their postal service has to explain all the unsold darker and black stamps.
