She's from the age of the previous global civilization. Right before the Younger Drias flood. They make it seem like her people were quite primitive, but considering all the megalithic structures we've found from back then and the possible construction techniques they used to make them, the civilization back then must have been quite advanced. Nearly as advanced as we are now. That doesn't mean that their assessment about her people is wrong. What it does is raise more questions. Why were her people so primitive in particular? Or were they? Was their migration really about finding food and better hunting grounds?
