Loosely put, just a generalization...

Too many men are too comfortable and too many men have too much to loose. It's their unwillingness to face losses that's causing the White's current state. It's as if they've been trained to think their freedom of a White utopia is unachievable. It's as if they've been brainwashed into thinking they're alone in the world. All it would take it is a spark.
