I haven't looked into either of those, but I'd say Uruguay based solely on ocean accessibility.

I can agree with the Uruguay preference for that same reason.

Myself I'm not sure if South America or south east Asia would be better.

I have a fairly rudimentary understanding of Spanish, but would spend the time relearning it. I'd be a fish out of water in Southeast Asia.

From my research you want to be off the main island to be free of crime but then you sacrifice night life. Fine with me I just want simple living and good fishing and sailing.
