I haven't looked into either of those, but I'd say Uruguay based solely on ocean accessibility.

Myself I'm not sure if South America or south east Asia would be better.

I can agree with the Uruguay preference for that same reason.

I have a fairly rudimentary understanding of Spanish, but would spend the time relearning it. I'd be a fish out of water in Southeast Asia.

I was looking at the Philippines they have a lot of English speaking people and it is an official language there.

Cool. TIL. Now maybe I'll dig deeper and look at things like crime, the economy, and the weather. Maybe I could add a place to the list of potentials.
