Voat, if it isn't obvious by now, is, and has always been, a honeypot. The pot got a little too out of control, so (((they))) shut it down.
That is a possibilty. I watch most of whats going on but don't personally care to get involved online much. And I have no interest in defending or criticizing Voat as a whole, but it seems noticeable when any outlet gets attacked. We are at war and significant changes are taking place in the world. Situations have long existed but technology has added an important component in views and propaganda being dispersed so easily to the world.

I'd be willing to consider that it is now, but I doubt it was at the beginning. I guess I'll never know for sure but that hardly matters. The damned site is down so often it's losing its luster for me.
