It might be a cool bit of gadgetry, but completely unnecessary. I've traveled all over the world and never had a big issue with finding an open stall.

It definitely was cool when I was looking for a parking spot in public lots across France and Italy. I doubt it would be of much use when looking for a place to pee in an airport.

Where the hell does this dummy travel? The first thing I use is the parking. That's also the last. In between would be check-in, the TSA nightmare, the terminal, and probably a few more things.
