I'm pointing out that whoever made it wasn't careful with the logic they intended. It wasn't a circle. It pointed to congress. If reality is such that we shouldn't blame congress, that's fine, but the meme as created suggests blaming congress.
If it was done correctly there would have to be a picture of congress saying to blame someone else. I can't help it if the creator can't make a meme right.
