Do you think THIS FUNCTION stops the spam? Nope. Doesn't. Do you think THIS FUNCTION stops 'brigading'? Nope. Doesn't.

The ONLY THING it does is stop people from voting how they want to. Why not have a function that says you can't UP more than you DOWN? Is that a function?
