A decision has to be made.

A small group of people are placed in a primary group. These are your top level authority.

A larger group of people are placed in a secondary group. These are your lower level of authority.

Three people must make a decision. One person from the primary group must make a decision. The other 2 people are from the secondary group.

Once three people make a decision no further people can add their voice. As long as all three are in unison, then the decision is made.

If it is one person vs two and the one person is from the secondary group, then the decision is made as per the two. If the one person is from a primary group, the the other two are still victorious.
