No society has ever had a set of rules that are fool proof. There has *always* been someone who falls through the cracks, where they don't directly break any of the rules of said society yet they cause a large amount of problems. It has always fallen to someone to make an executive decision, that decision even if it was inaction has never managed to make everyone happy. No matter what you decided to do or not do about Hans you will have been criticized. That is the reality of being a 'leader' of anything that involves social interaction, be it an ancient village, a modern day nation, or a web forum.
