40 is probably high, but it was very often. Almost like they have a vocal tick or stutter. It's like they didn't review what they were going to say and didn't have anything organized and ready to go in the order they were going to discuss it.

I'm probably more sensitive to noticing it. Los Angeles had a mayor (Tony Villar if you are interested) that couldn't speak off the cuff and had tons of mental blocks. Obama is the same way when you get him off script. The John and Ken Show would point it out every chance they had.
