I don't think so. Perhaps you just haven't been around little little kids for a while so you don't notice because you are looking at it as an adult. I have a 2 and 4 year old and see a tremendous difference between G, PG, and PG-13. Mainly around content. PG movies have more serious themes or scenes in them. My daughter often gets scared at PG movies. G movies are almost always lighter in nature. PG-13 is pretty terrible for my toddlers. I put on Overboard the other day and there was an entire scene showing a man trying to get more condoms before having an orgy. Totally not appropriate for toddlers.
