I had this discussion with family, we're all from The People's Republic of California but we moved out years ago. There and in Portland are having these problems. My solution, buy an electric pressure washer and each morning wash all the filth out into the streets including away from the curbs. Make it absolutely the cities' problem. This is if you're unable able to move away.
