Parents who don’t care are a part of the problem. Their children are more likely to have behavior problems and need excessive attention from the teachers. When these teachers appeal to the parent for assistance the parents often blame the teachers, not their child for the situation.
Public money will not solve this problem. Perhaps if those parents, had to pay, even a small monthly amount, they might take their investment in the education more seriously.
Perhaps public schools should offer tiered levels of class rooms. Parents could pay an additional fee for a smaller class size and to insure their children are being taught alongside other children whose parents have made similar investment.

Why you'd think that is completely beyond me. It's far more likely that those parents would become even more unhelpful and entitled, making more work for teachers, and just remove their children from school as soon as possible to save costs.

So turn public schools into a more accessible private school system, where money buys education and the poor kids get stuck in a poverty trap? Public schools should be there to provide all children with an adequate educational opportunities regardless of their parents. Of course nobody in power really cares about educating the general population - idiots are easier to manipulate and deceive.
Do you think there is ever a point where it is acceptable for people to become resentful of paying for other people's problems?
Of course, but I think it's too common for people to deny what 'other people' give them and naturally focus on what they give others.
