Most of Breivik's victims were in their late teens; the youngest were two 14 year-olds. Average age of island casualties was 20. I think calling them "a bunch of children" is a stretch.

They've spent their entire lives being told what to think, they have little to no self-agency, and their lives haven't even started.

They were already well exposed into political indoctrination and were on a politically left funded/ motivation camp , who knows how many would have continued into a career of politics and local/ national govt.
You're right , at 20 you don't know shit, that's why indoctrination is effective at a young age.
That's why youth politics/ youth councils and the various youth forums for aspiring politically minded youth are a thing (Youth UN etc)- get them young - train them up - and like boris johnson/ angela merkal/ jacinda arden and many many others who were heavily into and influenced by youth politics before becoming fully-fledged political leaders of the future, you have an on-hand pool of potential candidates (that you already know everything about, their weakness's, strengths, areas of comprimise, ability to co-erce/ blackmail, or simply heavily donate to etc) that are already inculcated into parroting and implementing the agenda and narratives of the day.
Most of that applies to the vast majority of adults, if we're quite honest. It's even less admirable to passively accept the replacement of one's people.
Regardless, its incredibly efficient to destroy enemy soldiers before they can do too much damage. Most of these kids were on the verge of embarking on long careers as professional communists.
