No it doesnt. 230 clearly says they are doing what they should not if they want their 230 protection. However the status of being big and powerful means they can blatantly ignore that and pretend it protects them anyway.

Long story short it is a hot mess and the blame is ultimately at the feet of the government that happily allows it to continue.
