That is what I've always thought too but I've recently heard that the 'conviction' on the Articles does not automatically mean he can't run. That requires a second vote by the Senate after the 'conviction.'
BUT, it's probably just a formality because the conviction on the Article requires 2/3's of the Senate while the vote to permanently ban only requires a simple majority. So if they can find 67 to say Yes to one surely they can find 51 to say Yes to the other.
