It's down time, do you expect them all to be standing at parade rest waiting for their patrol/guard shift? Getting sleep whenever you can is kind of an unspoken rule in the military, you never know when your 6hr patrol will turn into a 48hr firefight. They were obviously not provided with proper quarters at the capitol so they're making do with what they have. Plus they're National Guard and they're quite a bit more cluster fucky than regular troops. No need for pearl clutching.
