No matter where the violence starts, mass media and giant social media platforms will call it terrorism and make you look bad. And everyone by association. For years they will bring it up as an example like Charlottesville. They will demand that every public figures distances themselves.

I agree.
But, many small uprisings is harder to track and control than one big central one. And locals are much more apt to identify with and chime in on what's going on in their locales. Much harder for the MSM to control.
