It does. You probably haven't seen the full effect as the generation which grew up on tech is still in their 20's. Obviously a low IQ person isn't going to become a hacker but a high IQ person not familiar with tech will lack the familiarity to see tech solutions to problems. There is a reason why the Grade-A tech companies are not stocked with tech illiterate people.
