First off I find your claim dubious. If anything they would be the low level grunts who's intelligence and technological savvy is not relevant. Having been kept away from social media they never created controversial posts which otherwise disqualify more qualified applicants. So they have an edge by simply being dark. But you certainly can't claim that being kept away from technology during your development doesn't stunt it in any way. And you certainly can't claim that being a spy who uses tech developed by others and methods of operation developed by others to perform duties as instructed by others somehow makes you tech savvy, or capable of using tech for your own benefit effectively.

Then you haven't spent much time in the intel communities or in communities that interact with them.

Spending time "on computers" and "on social media" has nothing to do with being able to employ technology. Its the reason why the Grade-A tech companies are not stocked with MIS graduates but instead mathematicians, computer scientists, physicists, and even chemists.

It does. You probably haven't seen the full effect as the generation which grew up on tech is still in their 20's. Obviously a low IQ person isn't going to become a hacker but a high IQ person not familiar with tech will lack the familiarity to see tech solutions to problems. There is a reason why the Grade-A tech companies are not stocked with tech illiterate people.
