First off I find your claim dubious. If anything they would be the low level grunts who's intelligence and technological savvy is not relevant. Having been kept away from social media they never created controversial posts which otherwise disqualify more qualified applicants. So they have an edge by simply being dark. But you certainly can't claim that being kept away from technology during your development doesn't stunt it in any way. And you certainly can't claim that being a spy who uses tech developed by others and methods of operation developed by others to perform duties as instructed by others somehow makes you tech savvy, or capable of using tech for your own benefit effectively.
