Depends on state laws, I know in california you can't develop a piece of land just to put an rv on. It is against the law.. The only way you can have an rv hooked up on the property is if you can prove you are in the process of making a house. So you have to be digging a foundation at minimum otherwise they will fuck you on your own land. I'm sure it's different state by state, it was one of the reasons I moved out of Cali last year. So many laws that made me scratch my head.
