The thing that got me was the concept of super intelligent bloodlines.
If we can breed animals to enhance traits, why not humans too? From there, the illusions cannot stand.

Oh bullshit, it reads just like Q. Vague statements you can interpret in a way you agree with. Mushy feely hints. I just skimmed part of it and I can summarize what I skimmed -- and the reason he didn't say it clearly is that it becomes obviously cheesy:
