Correct. They didnt want another war especially after ww1 wiped out so many young men. England pretty much laid the groundwork to get everyone suckered into a conflict just like they did in ww1. Only reason they got in ww1 was because russia tsar was cousin of the king and England couldnt stand the thought of a central european country like germany becomming a powerhouse.
