This is a problem that cannot be fixed without serious economic reform. The cheapest apartments around my area are about 1,000 a month, less money than I take home making about a dollar above minimum wage. Let alone buying a house. I've seen single story houses that go for about half a million dollars around here. Nobody can afford that in their 20s unless they start selling weed and various other drugs, which undoubtedly is what a lot of them are doing, further corrupting their morals and landing them in the slammer.
