Alaska and Alabama were certified and Arizona disputed before the other 47 state ballots were spoiled by the Protestors. As of this moment, the electoral college is technically certifed as Donald Trump the President carrying every single states certifed by both Houses of Congress. There's no rule that says all the states need to be counted to declare a winner. Trump won every non-disputed and counted state.

Any change to the Electoral College count will require non-spoiled ballots. That means each of the remaining states would need to send new certified ballots following the legally required chain of custody rules established in federal law. Trump won on a legal technicality. There's no indication that state governors or secretaries of state are legally allowed to send a second ballot to congress. If they do come, then new unspoiled ballots would have to come from each state's legislature.
