I mean, technically, only Alaska and Alabama were certified and Arizona disputed before the violation. As of this moment, the electoral college is technically certifed as Donald Trump the President carrying all states certifed by both Houses of Congress. There's no rule that says all the states need to be counted to declare a winner.
