of course nobody says they do but it’s pretty hard to hide when the dog starts barking at a strange truck and person at your door.
I guess it depends on which country or state you're in. I've never had that happen. The dog catcher where I am just catches your free range dog and takes it to the pound where you have to pay to get it out. Now that I think about it, they suck too.
