The Wikipedia software is open source so you could roll your own if you had a hosting server. I wouldn’t trust anyone to host it though as it would probably get nuked. One issue with a wiki type interface is anyone can edit it so you would have to do a lot of damage control.

Ive heard about Aether. The idea is its text only and it runs by having the data stored one everyones device. Provided someone maintains access to the internet then the data should live on. There is a six month time limit though.
