Actually thats exactly how it works. They have two pieces of software in these organizations: one for managing informing, mostly scrapped from the pages rather than manually entered (this is for IO purposes), and what are called 'personality management suites', which is just shitty software that allows a user to 1. connect to a proxy or vpn, 2. log in with an alt account, 3. provides standard scripts to various responses and what amount to sales funnels, but in this case its used for 'finding terrorists' lol, basically provoking retards into making threats/legal prosecutable statements.
