We need separate rock, paper and scissor groups for the watchmen. That way they always have to be worried about someone watching over them.
What if we set it up like one group of watchmen are the main group, the "boss", but they can't really do anything unless the watchmen group who makes rules decides to make a rule........and then the third watchmen group gets to decide whether that rule is based or cringe.
That sounds like rock and paper without the scissors. What is the purpose of the first group (the boss)?
The boss group can make the rules official, and act as a figurehead to the greater public.
