You could say the same thing about God's Knowledge, or Love, or any other attributes. There is a difference between synonymity and equity of essence to be considered.

The difference is, things like goodness and wisdom and justness and mercifulness could arguably be lumped together under one essence, whereas active will and permissive will stand out as distinct concepts.
