There are multiple reasons, this is one. Another is to compartmentalize ballot stuffing voter fraud to the offending state's electors. If there was national popular vote for presidency, then a corrupt Rhode Island or Wyoming could just submit 20 million votes for the candidate they want, and boom its a win.
