Society is afraid of that. A big reason pedophilia isn't uncovered more often where it exists is because adults are often afraid of what they will find, and afraid to do anything about it if they find hints of it. Molestation victims, trafficking victims the like will pull down their clothes, touch other children, etc. While I don't believe in using such ideas to further pedophilia, adults such as parents and teachers are terrified to even touch the stuff, normally.
