Sierra Leone doesn't have an IQ of 91 and those numbers are outdated, they are actually lower.
Niggers (all blacks are niggers and should be exterminated) in Apefrica have an average IQ of 67-73 and a genetic potential IQ of 78-81, niggers in the U.S. who are 25% White on average have actual IQs of around 80-85 and genetic potential IQs of 85 as most of them (the overwhelming majority) live in "peak conditions."
IQ is more of a bell curve than something with a cap on it. Normally, around 70% of a population will be within 15 points of the center of that curve but in roughly even amounts you will get outliers on both sides of the curve that are in the 99.9% and 99.99% percentile in terms of how smart they are. So one in a thousand will likely be around 120 and one in ten thousand will likely be a little higher than that (say 125-130).
It is funny that some of the countries have an average so low that their smartest percent could theoretically be around US average which is hardly a number to brag about.
Slight nitpick: the standard deviations for a Bell curve are: 68.27%, 95.45% and 99.73. Each std is 15 point. So in a country with a median IQ of 70, 4.55% of the population would be "average" in the West. Also, the Western standard for mental retardation starts at IQ 70...so half the population in an IQ 70 country is retarded.
It's no surprise that these countries are shitholes when they've all been freed from "colonial oppression" and now freaking "Timmeh!" is their typical voter and their intellectual elite are barely qualified to babysit elementary school in the West.

Niggers average genetic IQ (meaning as high as it can go) is 85, 105 is not "average" for them that is well above average for them, it's not "dey culcha" it's literally their genetic code, they are literally retarded due to their genetics and their average IQ GENETICALLY is 85 if they are 25% White (like most niggers in the U.S. are), 80 in Apefrica and 90 for mullatos like Obunga. Being "raised properly" does not raise your IQ at all because IQ has absolutely nothing to do with "how you are raised," the only things that effect IQ are nutrition and chemicals, education and "being raised to act White" (something niggers are incapable of acting like) does not raise your IQ at all, the Minnesota Trans racial Adoption study proved that beyond doubt when niggers raised in White homes came out with an IQ of 85 anyways just like all the other niggers in the U.S.
The only reason Africans in Africa score 70 and not their genetic potential of 80 is because niggers in Africa are actually malnourished unlike niggers in America who are as well nourished as Whites are. IQ scores in a first world environment (niggers in the U.S. are in a first world environment and rich by historical standards) are 100% genetic or close enough to it to not matter. We literally know the genes which correlate with higher IQ and niggers don't have them.
My point is that one of the most successful and properly educated "black men" even though he's half White, pretends to be black, smokes cigarettes, plays basketball and was in street gangs when in reality his genetics are 50% White, he grew up in gated communities, was upper class, went to Ivory league schools and became a President because he completed a nearly impossible task. He actually got lucky enough to have a Single White Mother that pushed him and paid for him, and he still is playing that "black from the ghetto made it on my own" card.
To further tarnish the already seething legacy of his White mother who never abandoned him (like blacks do, hence the 55% of all serious crime rates attributed to just them), he can't just say "hey, I'm here because I'm half White."
Oh and that was my point. Even though he is half black, he will never be black, he will always be a halfsy White because that is what allowed him to exist and hit an average IQ, something a 25% or full black could never achieve. They are all mid 60s-80s.
I wonder how they measure IQ's below 70. They have to get like all questions wrong.
Raven's Matrices are an excellent means of approximating G by measuring IQ. It uses pattern matching and manipulation, which is useful cross-culturally because it doesn't require literacy, understanding a specific language, or familiarity with specific cultural knowledge. E.g. a college entrance exam in the West might estimate your IQ by asking paragraph comprehension questions about a passage covering Julius Caesar crossing the Rubicon. This would be appropriate when comparing you to other Westerners, but it'd be useless for comparing you to people who're illiterate, dont speak English, and have never heard of the Rubicon River. Raven's Matrices works equally well for any demographic and is the gold standard for these types of international comparisons.
I don't even think they use IQ tests to measure things at that point, I think they just observe them and judge their IQ based on how handicapped they are, the only groups which score under 70 on IQ tests are Pygmies, Khoisan and Aboriginal Australians though.
I now remember one of such tests in South Africa. They tested nigger college students (the brightest niggers) and they scored like 90. Since they are like the top 10% of the population, they fitted the bell curve to that number and got the average of 75 or something like that.
