IQ is more of a bell curve than something with a cap on it. Normally, around 70% of a population will be within 15 points of the center of that curve but in roughly even amounts you will get outliers on both sides of the curve that are in the 99.9% and 99.99% percentile in terms of how smart they are. So one in a thousand will likely be around 120 and one in ten thousand will likely be a little higher than that (say 125-130).
It is funny that some of the countries have an average so low that their smartest percent could theoretically be around US average which is hardly a number to brag about.
Slight nitpick: the standard deviations for a Bell curve are: 68.27%, 95.45% and 99.73. Each std is 15 point. So in a country with a median IQ of 70, 4.55% of the population would be "average" in the West. Also, the Western standard for mental retardation starts at IQ 70...so half the population in an IQ 70 country is retarded.
It's no surprise that these countries are shitholes when they've all been freed from "colonial oppression" and now freaking "Timmeh!" is their typical voter and their intellectual elite are barely qualified to babysit elementary school in the West.

Yeah when I said they have an average IQ genetic cap of 80 I meant that is what the average IQ of the population in first world conditions (i.e. not being malnourished).
There are people in the US who think drinking Smart Water before an exam makes them smarter.
And people who think you lose weight by drinking a bunch of diet soda because it's called diet.
Being the US average is grounds for me to consider someone actually retarded.
