A veto override would have been even worse because he wouldn't be able to impound some of the money. Its not like there was a winning move.

Didn’t SCOTUS affirm that the POTUS can redirect federal funds while in a national emergency like he did with the border wall?

Yea because we are in a state of emergency he has the right to direct those overseas funds wear he deems most useful. He has the ability under emergency powers to direct those funds.
