What does it mean 'to constitute'? What is it, juridically, that the constitution constitutes? This is fundamental, like knowing what 'fiat' actually means, and like 'fiat,' it seems the meaning has been deliberately hidden. Instead of 'trusting the plan,' it can be good to learn about some key juridical terms. Knowledge is power. :-)
