No, it only clogs everything up. To make things easier, we assume "most" to be default.

Consider that "ALL" is also a modifier. The statements "Women are a head shorter than men" and "All Women are always a head shorter than men" are different.

You are wrong for assuming that "all" is the default modifier.

Even in encyclopedias and medical anatomy, "usually" or "most" is the presumed default. Not "all" and "always".
