That ATT building is the target. Large nondescript building with no windows, windows on ground floor covered up, full of telecom servers. Notice on streetview that the building's entrance is blurred by google.

Most (all?) ATT Datacenters have NSA rooms in them. Usually in a secure location. I know the ATT Datacenter in Redwood City CA had one and it was downstairs in the basement. I knew the guy from SUN who worked on the installation.

I knew the guy who installed the terminal to GTE s network for the gov in Virginia, nonlogon, no tracking, no log files. Full superadmin ghost level access. They could create, change, destroy records and no logs. He initially objected because if they changed something and damaged it they would need logs to fix it, was told no, and stop asking questions.
