If your car is recent it's probably got its own cell to track you anyway. You need to find the antenna and sever the wire. If you disable the radio some cars won't work (GM).
I literally tried to block my car's antenna using a faraday cage. It didn't work. Instead the police showed up after I pressed the call button to see if it still worked. Obviously, I would need to disassemble the wiring harness to unhook the antenna. There are also multiple antennas. Not a simple task.

I pressed the button, then hung up after I noticed it was ringing. Apparently, because I hung up, the dispatcher called the local police to see if I was ok. They drove up to me and asked if everything was ok. I said yes, that I accidentally pushed the help button. He left. I was actually freaking out inside not knowing how the police would react, especially since I could be seen covering up the antenna.
I got a 18 year old jalopy, the only computer is a fancy voltage regulator.
