Notice the "Service Unavailable" message is different. The previous version was just plain text. If you viewed the HTML source of the page, it only had "Service Unavailable" in plain text with no HTML tags at all. Today's Service Unavailable page states it is a 503 HTTP response and the source contains HTML formatting. I've been wondering if the "Service Unavailable" page we had been getting for a long time was real or not since it is not the standard one thrown by Microsoft Internet Information Server.

Now that we know Putt's plan was to kill Voat, I'm suspicious that we were being fooled about the nature of the DDoS attacks and the downtime. I think he put Voat into a timeout corner when certain users posted or keywords were detected and the fake Service Unavailable page would go up. It is strange that Voat would appear fine and responsive one second and then dead the next. That's not how IIS web sites start to show failure. It never behaved like a site that was under attack or being hammered. I've always been suspicious of the true nature of the down times. I guess we won't know the truth of that now, but I don't trust Justin/Putt. Never really have.
