The logic is simple and easy to follow.

Downvotes result in account restrictions which prevent you from commenting and posting. This is censorship. It's literally the definition of censorship. Unpopular opinions result in censorship. To make matters worse, people were using downvotes as a disagree button regardless of the validity or accuracy of the information presented. It was a shitty system that I campaigned against for years on Voat, however I was unfortunately unable to convince the Jewish shill overlords to change the system lol. Glad to see that this place took my advice and did it right the first time.

It's been that way since the beginning of poal. It was both and I decision to make it that way.

At Poal, we believe the down vote is not a "I disagree button". We'd rather engage in a counter argument with the post/comment we disagree with, and use down votes for spam (you can report to admins) and off topic trolls.
