I understand them not wanting the form to leave. That shit would end up on the internet, or since the video is 4:3, copied and distributed all over the place. Then they'd have 10 zillion false reports a day. This also proves my theory you have to work to get the attention of the police on you and then you probably can't get it off of you until there's a bigger asshole that captures their attention.
